Brazilian legislative proposal n. 6,299/2002, addressing pesticide regulation, represents an attempt to loosen and weaken the regulation of these substances, threatening the rights to food and a healthy environment as enshrined in the Constitution of the Federative Republic of Brazil. This article reviews the bill and its more troublesome provisions through the lenses of food security and nutrition as well as national environmental law principles and provisions. Within this background, the paper concludes that Bill n. 6,299/2002 works against previously achieved progress in providing alternative policy pathways for sustainable agriculture in Brazil. It clashes with environmental law principles, neglecting precaution and prevention, representing a regression in terms of protection levels, while undermining human rights to food and a healthy environment. The methodology includes a literature and documentary review, along with inductive reasoning.

Weak governance is a major threat to sustainable development, especially in rural contexts and within ecosystems of great social and economic value. To understand and compare its arrangement in the grasslands and wetlands of the Colombian Llanos and the Paraguayan Pantanal, we build upon the Institutional and Development Framework (IAD) as we explore the role of political, economic, and social institutions and combine components of the theory of common-pool resources (CPR) and new institutional economics (NIE). This hybrid conceptualization provides a synthesis of how top-down hierarchical and market-based systems of community-based and natural resource management negatively affect sustainable development in both study areas. Our findings suggest three underlying mechanisms causing a situation of weak governance: centralized (economic and political) power, the role of central and local governments, and social exclusion. Understanding these multidimensional contextual mechanisms improves the understanding that institutional structures supporting arrangements that handle grasslands and wetlands in a sustainable way are needed to protect the ecosystem's social and economic values, especially in rural and marginalized contexts. ; Peer Reviewed

A major challenge in the field of environmental peacebuilding is showing the impact of its initiatives. Questions emerge, such as what kind of postwar peacebuilding dimensions are more likely to be affected by natural resource management projects? Although quantitative studies assess the relation between natural resource management programmes and conflict, the question remains: what are the mechanisms involved in implementing projects designed for environmental peacebuilding? To answer these questions, a mixed methods research approach is chosen, combining four qualitative and quantitative methods to triangulate results. First, we identify a set of peacebuilding dimensions and mechanisms based in the literature that facilitate assessing the impact of sustainable land-use systems (SLUS) design in the post-peace agreement region of Caquetá, Colombia. Second, not only do we interview experts and practitioners at global, national (Colombia) and local (Department of Caquetá) levels in the fields of peacebuilding, natural resource management and environmental peacebuilding, we also conduct three workshops and a survey in Caquetá to prioritize dimensions and discover explanatory mechanisms. The case of Caquetá, Colombia, shows that peacebuilding dimensions, such as socio-economic inclusion (e.g. sustainable livelihoods), creation of governance scenarios, and building capacities for dialogue and a peace culture, should be addressed to take account of the impacts of SLUS projects in post-conflict peacebuilding.

Migration, whether triggered by single events, such as violent conflict, or by long term pressures related to environmental change or food insecurity is altering sustainable development in societies. Although there is a large amount of literature, there is a gap for consolidating frameworks of migration-related to the interaction and correlation between drivers. We review scientific papers and research reports about three categories of drivers: Environmental Change (EC), Food Security (FS), and Violent Conflict (VC). First, we organize the literature to understand the explanations of the three drivers on migration individually, as well as the interactions among each other. Secondly, we analyse the literature produced regarding Colombia, Myanmar, and Tanzania; countries with different combinations of the driving factors for migration. Although we find that many correlations are explained in the literature, migration is mostly driven by structural vulnerabilities and unsustainable development paths in places that have a low resilience capacity to cope with risk. For example, food insecurity, as a product of environmental changes (droughts and floods), is seen as a mediating factor detonating violent conflict and migration in vulnerable populations. The paper contributes to the literature about multi-driven migration, presenting an overview of the way in which different driver combinations trigger migration. This is important for determining the best governance mechanisms and policy responses that tackle forced migration and improve the resilience of vulnerable communities as well as sustainable development.

Purpose
This paper aims to analyze the transferability of a conflict management model developed for business organizations to a temporary and international research project to serve as a support tool for internal communication and in case of conflict.
Design/methodology/approach
The authors analyze the transferability of a conflict management model that was initially developed for business organizations to an international, inter-organizational and temporary research project that is third-party funded. Using a case study, a participatory approach is applied with both qualitative and quantitative methods used.
Findings
The transferability is possible but only with the adaption of conflict prevention. The project's international and inter-organizational structure further results in a need for decentralization of conflict management responsibilities and diversification of conflict management approaches. Time, financial resources and a high autonomy of cooperation partners limit the degree of participation in the design process.
Research limitations/implications
The research is based on a case study. Research on comparative design processes are needed to verify or extrapolate findings and to help assess the impact of conflict management systems in other large research projects.
Originality/value
This paper contributes to the body of knowledge on conflict management systems. By implementing a conflict management system in a temporary, international and scientific project environment, this case study identifies contextual factors relevant for the system design and provides initial test results. As conflict management systems in research projects are not yet prominent, this adapted model of conflict prevention and management can benefit similar projects.
The 2016 peace agreement between the Government of Colombia and the FARC-EP created institutional space for an effective implementation of needed rural reforms. However, the change of power structures also contains risks, like the deterioration of natural resources and the strengthening of other armed groups. By addressing collective perceptions regarding the Integrated Rural Reform (IRR), this paper shows the consequences of the peace agreement for the rural population in the department of Caquetá. Additionally, it presents the main challenges for further departmental development. The case study approach uses both semi-structured expert interviews of rural development stakeholders in different sectors based on three sampling strands, as well as participatory observation in the field. The main findings show an increase of general physical security and (economic) interest in the department since the signing of the agreement, while the deforestation rate, homicides, and threats against social-environmental leaders were all highly increased. The study also derives recommendations of departmental actors in rural development for a more effective peace implementation process, like the change from cattle driven to a more conservational economy with agri-silviculture and ecotourism, led by local civil society. To create a stable peace, it is crucial that the current government effectively implements the IRR, while also considering departmental perceptions of sustainable development. If the implementation process and departmental recognition is not enforced sufficiently, then peace might only be possible at the cost of the Amazon and its nature. ; Stiftung fiat panis ; Peer Reviewed

Approaches to operationalising the linkages between climate, peace and security are increasingly demanded by international organisations. Yet, there is a limited understanding of what effective programming practices that address climate-related security risks entail. Critical voices argue that programme designs often rely on analyses that ignore structural and cultural realities on the ground, leading to technocratic understandings of risks, and prescriptions for action that do not relate to people's experiences, perceptions and values. Advised by social learning theory, this study developed and evaluated a participatory appraisal method to guide the design of environmental peacebuilding programming strategies meant to address climate-related security risks. The method was evaluated across nine rural locations in Kenya, Senegal and Guatemala, involving 221 participants. Based on a critical evaluation of the method, opportunities and challenges for the use of social learning approaches to advise environmental peacebuilding programming are discussed. Results indicate that appraisal processes of collective reflection can support jointly articulated and context-relevant understandings of climate-related security risks. This shared knowledge can then support local communities in the design of climate adaptation strategies that potentially contribute to sustainable peacebuilding. Settings characterised by low political legitimacy and the unwillingness of conflictive actors to engage in dialogue are identified as barriers for the development of feasible programming strategies.
